What is New Albany Next?

The City of New Albany has commissioned the development of a new city plan titled "New Albany Next." The plan is being developed by the people of New Albany and facilitated by our planning team Orion Planning + Design. New Albany Next will address chart a course for the future through a four step process by:
  • Studying and understanding New Albany's current conditions including population, growth prospects, economy, natural environment, development patterns, attractiveness, preservation and mobility
  • Establishing an inspiring vision of New Albany’s future and establishing planning principles and goals to achieve it
  • Developing the blueprint or plan to achieve that future
  • Creating practical public and private implementation strategies and actions that will advance the City towards its desired future


Your partnership and participation is vital in achieving the best outcomes. Plan development is being guided by an advisory group. There will be multiple opportunities for meaningful public input. Stay tuned as we post periodic updates, meeting schedules and ways to provide input as we envision New Albany Next!

What is a comprehensive plan?

A comprehensive plan is a strategic guide that expresses the values and aspirations of a community. The broadest public policy document a community can create, it establishes a long-range vision for development, housing, environment, economic development, mobility, community facilities and services, and related topics. The comprehensive plan acts as a guidebook for decision-makers and is not a legally binding document.

What is a zoning code?

A zoning code is the adopted law of a city that regulates growth, development design and other features of the built environment. It divides the city into different zoning districts and generally governs the purpose, location and size of development in each district. A zoning code also includes provisions for the development proposal review process and for standards regulating parking, signage, building design and resource protection.

Why update the comprehensive plan?

New Albany's last complete planning process was in 1998 and was updated in 2008. Since that time New Albany has experienced many changes and has developed new potential. The Tanglefoot Trail has sparked strong interest in redevelopment in downtown and older neighborhoods. At the same time, New Albany has developed new appreciation for its abundant community assets  and recognized that its community development must be based on new planning.

Why Update the Zoning Code?

New Albany's zoning code was last updated in the early 1980s. The ordinance is cumbersome, promotes sprawl, and no longer reflects best practices of current planning and zoning techniques. The purpose of the rewrite is to address these issues and develop new coding for the City that reflects the policy direction set forth in New Albany Next.
